CALL TO ORDER The special meeting of the Board of Trustees was called to order by Mayor Pro-Tem Larson at 7:00 p.m. in the Antioch Fire Station #1, Apparatus Bay: 835 Holbek, Antioch, IL.
ROLL CALL Roll call indicated the following Trustees were present: Pierce, Larson, Caulfield, Foresta, Porch and Hanson. Also present were Mayor Pro-Tem Larson, Attorney Anderson and Clerk Rowe. Absent: Mayor Maravelas.
FRIENDS OF PARK Mayor Pro-Tem Larson said the Park Board is having their second Friends of the Park project on Saturday, September 28, 2002 from 9:00 a.m. to Noon at North Park. Anyone interested in participating is welcome.
RAFFLE LICENSE A motion was made by Trustee Larson, seconded by Trustee Pierce to issue a raffle license to Antioch Rotary Scholarship Auction with raffles to be sold on October 5, 2002, waiving fee. On roll call, the vote was:

YES: 5; Pierce, Larson, Caulfield, Porch and Hanson.

NO: 1; Foresta.

THE MOTION CARRIED.

REMOVE FROM TABLE A motion was made by Trustee Foresta, seconded by Trustee Caulfield to bring the Ordinance Establishing Village of Antioch Special Service Area Number One (Deercrest) off the table for consideration. On roll call, the vote was:

YES: 6; Pierce, Caulfield, Larson, Foresta, Porch and Hanson.

NO: 0.

THE MOTION CARRIED.

02-09-38 A motion was made by Trustee Caulfield, seconded by Trustee Pierce to waive the second reading, approve and publish in pamphlet form, 02-09-38, entitled, AN ORDINANCE ESTABLISHING VILLAGE OF ANTIOCH SPECIAL SERVICE AREA NUMBER ONE (DEERCREST).

Trustee Pierce said there is a letter from Heather Kufalk-Marotta, Antioch Township Assessor, which states the full and actual value will be assessed on the properties. Trustee Foresta said this item was tabled to allow time to get information from the tax assessor and the response alleviates concerns that were previously discussed.

On roll call, the vote was:

YES: 5; Pierce, Larson, Caulfield, Foresta and Hanson.

NO: 1; Porch.

THE MOTION CARRIED.

REMOVE FROM TABLE A motion was made by Trustee Caulfield, seconded by Trustee Foresta to

bring the Ordinance Establishing Village of Antioch Special Service Area Number Two (Clublands) off the table for consideration. On roll call, the vote was:

YES: 6; Pierce, Caulfield, Larson, Foresta, Porch and Hanson.

NO: 0.

THE MOTION CARRIED.

02-09-39 A motion was made by Trustee Caulfield, seconded by Trustee Foresta to waive the second reading, approve and publish in pamphlet form an ordinance 02-09-39, entitled, AN ORDINANCE ESTABLISHING VILLAGE OF ANTIOCH SPECIAL SERVICE AREA NUMBER TWO (CLUBLANDS). On roll call, the vote was:

YES: 5; Pierce, Caulfield, Larson, Foresta, and Hanson.

NO: 1; Porch.

THE MOTION CARRIED.

Trustee Foresta wanted to make it clear that the dollar amounts indicated on the letter from the Antioch Township Assessor was an example only and not actual dollar amounts for the Special Service Areas.

ADJOURN A motion was made by Trustee Caulfield, seconded by Trustee Foresta to adjourn the special meeting of the Board of Trustees at 7:20 p.m.
